what member of the monkeys refused to join his band mates on tour until 1996?

Hello and thanks for the question.

The most reclusive Monkee has always been Michael Nesmith.

In the late 70s Micky Dolenz and Davy Jones toured with songwriters Tommy Boyce and Bobby Hart.  At first the attempt was to have a full Monkees' reunion, but both Peter Tork and Michael refused to sign on.  

During 1986, the "Happy Together" oldies tour wanted to reunite the Monkees for a 20th anniversary tour.  Only Michael refused.  The tour, even without him, was a huge hit and reignited Monkeemania.  In fact it became such a hit that Michael actually joined the guys onstage for two songs when the tour hit Los Angeles because Michael said he had been to a couple of the shows and saw "how much fun the guys are having".  Several other tours followed in the upcoming years, each without Michael.

For the 30th anniversary, Michael was approached again.  It is said that Michael agreed to a reunion tour IF the band would go into the studio, record a new album, and allow him to produce it.  The album was Justus, and Michael made several tour dates in Britain.  However he stated he wasn't enjoying it and dropped out of the tour when it came to the US and other countries.  This made the other three very angry and irritated many fans who were looking forward to seeing all four of them on stage.
