I don't have any answers but I find myself with the same issue.  Mine is a 1995 w/ 15K.  It is just underpowered.  I would rather beef it up then have to trade up.  I am going to do a total overhaul in the next few weeks.  Replace plugs, adjust valves, etc.  I'll let you know if it changes performance any.

i have a 2007 vlx 600 cd added vance and hines cruzers, k&n filter, and stage 1 dynojet jet kit.  removed snorkle from air duct added windshield, backrest and luggage rack, i weigh 235lb 6'2" tall and my bike will easily do 120mpg. have had it to 95 with 150lb passenger.  don't expect to be doing wheelies, burning tires, or blowing away all other bikes on the road, but you should still see a difference in power without a much loss in mpg.
