I pulled the carb one more time and figured I am smart enough to figure this out. I ran the path of the gas and couldn't find anything preventing the gas from going out of the bowl and into the overflow. What I found at the end of the overflow tube was a drain tube component. This component used to have soemthing screwed into it that seems to be to be some sort of pressure relief valve. I figure it had a sping and screw that would open when the pressure built up. I have ordered a new one. The only thing that was in this component was a threaded hole that went right into the hose. Nothing was preventing the gas from going out this hose. Strange set up to me but I plugged the hose and it runs just fine now.
