Motorcycle Repair/Starter drag

Question
I have a '98 Wide Glide. The starter started dragging every once in a while until now it just whines. Battery is fully charged. Is there anything else I should check, other than cables and ground, before I settle on the fact that I might need a new starter? Also, how do I know it's the starter and not the solenoid?

Once you have checked the cables and made sure thy are not the problem then you would have to pull the starter and do some tests on it. You would need to get a harley service manual so you can do the tests on the starter, as there are about 5 tests to do. That way you have somthing to follow.
