SHIMMIES ON DECELERATION... CHANGED FRONT TIRE  TIGHTENED SPOKES 1/4 TURN... CHECKED FORKS WITH AIR AND WITHOUT...
I GSVE THIS LOW MILAGE BIKE TO MY SON  HE WRIGHS 100 LBS MORE THEN ME... THE PROBLEM CAME ABOUT 2 MONTHS AFTER I GAVE TO HIM

Answer
Usually, the front end wobble is caused by a bad front tire assuming it happens under 50 mph.  If it a high speed wobble (over 50mph) it can be caused by the rear tire or if there's a lot of weight on the luggage rack of luggage compartment.  Some bike have rear boxes installed and if you load those up, it causes a wobble.
