How can I check the starter clutch roller springs

Here is a how to replace the parts video I found.

German video shows where it is and how to check it for wear or order from your Honda dealer.

You have to remove the left crankshaft cover, so you will need a new gasket for that side.

It is a one-way clutch setup, so when working properly you can only turn it in one direction, which is the "slip" direction. It should not slip when going in the "drive" direction.
