It sounds like you have the petcock on PRIME, the fuel with dump out of the carbs into the airbox and run out the overflow hose onto the ground. If that is not what is going on then check your Floats and make sure they are good, as well as the height of each one. The big hose coming out of the petcock goes to the middle of the 4 carbs. The 2 in the middle of the outside carbs are breathers and hoses should be run to the ground for air relief. The small hose coming off the petcock goes to a nipple the engine side in front of number 2 carb. this  is for the vacumn needed to operate the petcock on on/res mode for the petcock. Your bike will not get fuel if this line is not hooked up. Good luck.
