Question
motor will not turn over    just clicks    batt. is fully charged     lights,horn,turn signals all work   05 road king   was rode 3 days ago

Answer
Don't know why your starter bolts would be loose?  Did someone have the bracket off to work on the exhaust system?  Remember that's how your starter gets grounded. I sometimes put a drop of blue loctite on each starter mounting bolt and make sure the star lockwasher cuts through the paint also for a good ground.
