A standard scale has 8 notes, do-re-mi-fa-sol-la-ti-do or if using the C-scale as an example, c-d-e-f-g-a-b-c.  Since all standard scales have 8 notes, they are designated by numbers 1 through 8.   If you build a 3-note chord (triad) on each note using only notes within the scale and intervals of thirds, you get

c-e-g (Cmaj)
d-f-a (Dm)
e-g-b (Em)
f-a-c (Fmaj)
g-b-d (Gmaj)
a-c-e (Am)
b-d-f (Bdim)
c-e-g (Cmaj)

Each chord is designated by 2 things: (a) the number of the note in the scale that it is based on (it's root);  and (b) whether it is major, minor or diminished.

So we designate this with Roman numerals as

I, ii,  iii, IV,  V, vi, viiš  VIII (same as I)

In the example you asked about the key is Bb, so the first chord shown is a Bb  chord, and thus has the numeral "I".  There is an instance where there is an F7, designated as V7.

The Roman numbers are used for analyzing chord progressions regardless of key.
