Question
How can the U.S. Army sponsor a car? Aren't they using millions of our tax dollars to sponsor Ryan Newman this year. And I think there is also an Air Force car. How can they do that? Next there'll be an IRS car.

Answer
That's like asking how can the Army run a commercial on TV. It's advertising, meant to sell the Army to potential enlistees. Just like enlistment posters and enlistment centers, they all cost money (taxpayer's)that is used to get people to sign up. I imagine they will run a few less commercials and a few less enlistment centers and put their advertising budget into NASCAR, a sport that attracts young men and women, prime enlistment material.
