About Hafesie Expertise I can answer deck builds. I usually use "Outside the Box" decks, or odd/weird Decks. Card rulings are not my specialty, but I can do some rulings. Please be warned: If you ask me to do a ruling, I will answer the question through sources from the Naruto Website or other websites if I do not know the answer, so I take no credit for the answer. If you are new to the game, I can no longer give you an extensive guide as I lost my External Hard Drive which had everything naruto wise on it (I know, sounds like Dog ate my homework but it is true). Instead, feel free to ask me individual questions on parts you don't understand, or if you are completely new to the game, just got a deck, you can ask me for a basic guide, which isn't really much better than the rulebook anyway, however.

Question hi im new to the Naruto game, do i have to use a card effect to have a mental battle, or can i do it manually? Also what booster should i buy if i have earth and lightning style jitsus, and if one of them is weak should i change the type to anther one?
Answer Mental battle has to be conducted with a card effect.
Earth and Lightning are the two least supported elements, but together they can do something interesting. Buy the newer sets as they tend to favour lighting and earth a bit more.
Cards you need from older sets, however...
Path to Hokage - Disaster of the Nine-Tailed fox, Sexy Jutsu (not really, but meh its ok)
Curse of the Sand - Jiraya Pervy Sage, Fourth Hokage
ER - Jiraya Three cornered Battle Triange.
The choice fo Naruto here is vital. Eitehr Legacy of the Fourth Hokage, CoP or Fast Growth. Id go with Legacy, but that's just me.
Your earth should consist of Asuma/Shika combo and platoon along with support from Ino/inoichi combo and platoon.
