About Hafesie Expertise I can answer deck builds. I usually use "Outside the Box" decks, or odd/weird Decks. Card rulings are not my specialty, but I can do some rulings. Please be warned: If you ask me to do a ruling, I will answer the question through sources from the Naruto Website or other websites if I do not know the answer, so I take no credit for the answer. If you are new to the game, I can no longer give you an extensive guide as I lost my External Hard Drive which had everything naruto wise on it (I know, sounds like Dog ate my homework but it is true). Instead, feel free to ask me individual questions on parts you don't understand, or if you are completely new to the game, just got a deck, you can ask me for a basic guide, which isn't really much better than the rulebook anyway, however.

Question QUESTION: with the new naruto cards that have come out, how should i build a Gaara Theme Deck p.s. i am trying to get sand cocoon for the drop 5 gaara
ANSWER: Obviously, Bandai isn't telling you guys the whole picture. In Aus, Only curse stuff an before can be used. Very very crud. So I really don't know much about ER cards, but I can help...kinda.
Gaara of the Desert [AutoGuard]
This card can be useful if you do not mind injuring your own ninja (either their stats are the same or you can heal them some way). A useful combo is to injure all your ninja and then use "Tide of the Deadly Combat", which injures all healthy ninja and vice versa. You can gain a massive advantage that way (well...sorta). And you can also use The Fourth Hokage to heal as well. Temari along with Gaara [AutoGuard] can be a great combo, in case Gaara is injured.
Gaara [Overflowing Madness]
A great card for tempo decks. Again, you can heal your ninja with "Tides of the Deadly Combat". It can also help if you don't win in the first 5 or so turns and get Jonin Swarmed. "Tides of Deadly Combat+Gaara", that is.
Gaara [Sand Barrier]
With people playing Choji Formation (not Formation!!), this card can't be injured. Nice card in some decks, almost pointless in others.
Gaara [Conservation]
Yay! You can get Sand Cacoon, or a BR. A Multi-situation Gaara.

ANSWER: I am not an expert on wind, but I do see some things missing from the deck.
Sasuke AoC OR Sasuke No.1 Rookie are staples in most decks, including wind decks. Your 0 drops are decent, but I suggest you take out the Gaara Alone.
I do not quite like the idea of the puppets. Temari [Wind Scythe] is also quite an average card. Decent 1 Drops are Sakura Haruno [Determination] and Temari [Violent Temper] for some hand control.
You need Hayate DaP to negate missions. DaP is really a staple as well.
Your Jonin+ look fine, But maybe Tsunade and Kurenai? A nice 8/1 with Support From Kurenai and Temari.....nice team (hey a decent all female team too).
Your Jutsu should not have anymore puppet stuff now that there are no puppet ninjas. I can't really see too many changes, except for maybe some support for more than just Gaara, with all that sand stuff the other ninja could feel rejected (you know what I mean)
One morning should be in 2 or 3. A possibility would be "Left Behind" (common in path) in combination with "Tasteless and Odourless Drug", which is a jutsu. But this is a decent deck based around Gaara.
And No, there are 4 types of Gaara.

Baby Gaara
Gaara Possessed mode
Garra Alone
There was a typo in one of those to make it the same as "Gaara of the Desert", but it was rectified...I think. So you can really have 12 gaara if you wish.

ANSWER: I'd take them out. You COULD use puppet Gaara, but I don't like them.
Some decent replacements exist, such as Sakura [Determination]. The 1 drop Choji + Shikamaru combo is also plausible.

QUESTION: Okay so let's say i want to hybid wind with fire. What should i do.
Answer Fire goes better with Earth and Wind also goes well with Earth...the only thing Earth doesn't go well in is Earth/Water. Earth/Lightning is also a Taijutsu Deck.
However, wind and fire make perfect sense to run. Fire has early game hitters and strategy, while Wind has early game strategy. Fire has late game strategy and some power, while Wind has power, power and power. So you get a nice power/strategical deck if you run Fire/Wind.
Firstly, look at the staples.
Sasuke AoC OR No.1 Rookie
Hayate DaP
Kakashi ES, Kakashi ETB (I'd run both - ETB is in case Tsunade can't come out)
Tsunade
Anbu [Revenge]
Those are the staples, and there are plenty of support cards for Kakashi (such as Chidori and Lightning Blade) and possibly even more for Tsunade (Tasteless and Odourless Drug, This ninja that I can't remember the name of [3/3 Effect: Negate the effect on your in-game Tsunade]). Anbu is now starting to become stapled in more and more decks as she can become a 5/3...1/3, which is decent combat and nice support.
Jonin/Sanin/Satoosa will consist of; The Third Hokage, Kakashi ES and Kakashi ETB, Tsunade (any will do, however, depending on your deck type, certain ones are better than others) and possibly Baki [Cleaning Up]. Kurenai is also nice in here, but there are plenty of support wind ninjas (I just dont run wind so I have little idea of the names...one is that 3 /3 ninja I mentioned earlier)
Special Jonin will usually be; Anbu [Revenge], Hayate DaP, Ebisu [Repeated Defeat] and possibly Hayate [Judgement] if you feel you are lacking support, which you shouldn't, BTW.
Chunin are rather scarce in this deck, but Mozuku could do wonders if you run jutsus. There are also "Element Chunin", such as Mizuki and St Simon, that you could include (But I wouldn't).
Genin are possibly the easiest part of any deck. Sakura, Sasuke, Naruto (optional, as you already have enough power AND support), Temari, Gaara are all in this deck. You could try the 3 genjutsu team, Oboro, Kasa...er...and Og...er...sorry can't remember names.
And, of course, Ninja Academy Students are Konohamaru....as usual.
Missions consist of One Morning and possibly Left Behind. If you run Left Behind, run Tasteless and Odourless Drug, or run none at all. One without the other doesn't really work. 'Inherit', possibly 'Pet Tora' if you can't get Inherit and there are a lot more missions that could be used.
Jutsu should not focus on Gaara, as it is no longer a Gaara deck. Wind Scythe, Divination, Fire Style and Wind Style Jutsu are all very useful here. Tasteless and Odourless Drug goes with Left Behind.
Although common sense makes this deck work, in practice, however, it surprisingly does not work as well as some others.
