About Hafesie Expertise I can answer deck builds. I usually use "Outside the Box" decks, or odd/weird Decks. Card rulings are not my specialty, but I can do some rulings. Please be warned: If you ask me to do a ruling, I will answer the question through sources from the Naruto Website or other websites if I do not know the answer, so I take no credit for the answer. If you are new to the game, I can no longer give you an extensive guide as I lost my External Hard Drive which had everything naruto wise on it (I know, sounds like Dog ate my homework but it is true). Instead, feel free to ask me individual questions on parts you don't understand, or if you are completely new to the game, just got a deck, you can ask me for a basic guide, which isn't really much better than the rulebook anyway, however.

Question Can u give me a lightning/ fire deck that can hold it's own and please explain yur choices after. I really just don't know where to start:(
Answer Ok A Lightning/Fire deck really runs as a Platoon Deck. There are several good platoons, such as Might Guy and Kakashi.
For your turn 0, try Naruto, Either CoP or 9tc. Run 3. Sasuke AoC is also decent, but there are better replacements now. Ino [formation] can also be run, but it is earth. Konohamaru [kg] is viable here, as it can get your big hitters out early.
One drops are easy. If you didn't run AoC, run RFTLA. Sakura [Determination] Is also really good, as it gives mental power as well as strength. Shikamaru [Flexibility] can also be run here, as it can force/prevent mental as the situation demands it. Rock Lee [RTG] can give the extra early game power.
Where is all the fire and lightning?? From turn 2, it gets serious. The I&k proctor ninja [Spectator] can pump any head ninja by 1. This can do a lot, give RFTLA 6 combat, and lots more depending on what you use it on (use it on a ES and it has 8 combat). Mozuku is another possible chunin, as you can recycle killed ninja and chakra.
Hayate DaP for turn 3 should be all that uis run. Run them in 3s, as it is very, very useful against most decks. Since missions are not very highly run, if you can negate the few they have, you can leave them Missionless.
turn 4 gives an interesting decision. You can either Go FULL platoon from here, or go fire/Lightning Hybrid. If you wish to make a platoon deck, get 3 vanilla Kakashi and 2 Vanilla kurenai. If you wish to go Fire/Lightning, get 2 Kurenai and POSSIBLY 1 Kakashi [Tp10YA].
turn 5 is where it gets fun. Do NOT add might guy if you are going platoon, but add it if you are fire/lightning. If you chose not to use platoon, add 2 ES or 2 ETB (I like ETB personally).
Turn 6 Brings out Jiraya [Releasing the Seal] or [Pervy sage].
Platoons do not count towards your 25 ninja limit, or your 3 ninja of the same name limit. Run 2 Might Guy/Kakashi Platoon and 2 Jiraya/Naruto (the deck one) Platoon in if you are running platoons.
Missions.. Inherit and A Kind Teacher for CoP. Ichiraku Noodle Shop is decent.
Jutsu should lean towards fire slightly more than lightning. Fire style Jutsu are really good hyere, as they can give damage to your opponent so they are weaker. The lightning ones here should be Shadow Clone Jutsu (the one where you dis the cards from your deck) or Multi Shadow Clone.
