sorry, it's not enough sample to figure out who or what it is. But, there are many artists that sound like this, such as talviin singh, karsh kale, jai uttal, jah wobble, suphala, to name just a few. Check those artists out, maybe on my space and then they list friends (other artists that they like and sound like them)
