It's caused by a small rectangular black rubber gasket under the rocker cover. This should always be replaced when replacing the rocker cover gasket. Otherwise oil gets into the PCV and causes severe oil burning. The height of this small gasket must also match the rocker cover gasket height, to keep the oil out of the PCV system. Sometimes it falls out when removing the rocker cover, making the oil burning even more severe.
