My husband I have been married for 12 years and we have two children (5, and 3 year old). We have lived in Virginia all our married lives-but last October we moved to China for my husbands job. This July, I came back to US to take care of some family business and my husband sent me a divorce settlement papers and wants the custody of our two children. They are in Fuzhou, China right now and he will not allow me to have any contact with them. He has cut off all phone and will not answer any of my emails. He and his lawyer has told me countless times that I will not be allow to speak to my children unless I sign the divorce settlement papers. My lawyer in US has explained to me that VA courts cannot rule in my case because they have been living in China for over 6 months. What can I do in China to get my children back?
Also, how does the Chinese courts rule in cases like mine? I have been the care taker of my children since they were born. My husband was working, traveling all 5 years of my children's lives. What can I do?

I guess you and your husband are both American citizen, and registered your marriage in US.
So the Chinese Court don't have jurisdiction over your case.
Your husband's behavior have infringe on your parental power and guardianship to your children. I think you can sue your husband in US. After you get a judgment from US court, then you can take the judgement to Chinese court(FUzhou), apply for acknowledge and enforce it.
