Question
my parents were both born in the peoples republic of china, but ive never lived there myself. today, neither one of my parents are chinese citizens. how can i apply for a chinese passport?

Dear sirs,

According to NATIONALITY LAW of PRC, you are not born with a Chinese nationality. For you are not born in China and your parents is not Chinese nationals.

Also you are not qualified for naturalizing. Unless:
(1) you are near relatives of Chinese nationals;
(2) you have settled in China; or
(3) you have other legitimate reasons.

And PRC does not recognize dual nationality for any
Chinese national.
