We have a youth athletic association that has a board and runs in cooperation with our city but is not under the city EIN.  We will be applying for an EIN and 501(c)(3) status.  Should we be getting W-9's from the officials such as umpires and referees and issue them 1099's at the end of the year if they make $600+?

Yes, you would be getting W-9s unless you have employees and, in that case, you would complete for W-4 withholding forms for each employee. Those forms are available at

Usually umpires and referees for youth sporting activities are considered to be independent contractors and not employees. There are many factors that the IRS uses to conclude whether
someone is an employee or an independent contractor and the
nonprofit corporation's treatment of someone as an independent
contractor instead as an employee for tax purposes may be
incorrect and subject the nonprofit organization to taxes and
