I am a youth sports coach (cheerleading and formerly girl's high school swimming)personal trainer, image consultant, and life coach and I specialize in dealing with women and teens with these kinds of issues. I also have personal exeperience with all of the above issues so I know how it feels from both sides.

Experience
I have been overweight/obese, suffered from anorexia, bulimia, and compulsive overeating/binge eating. Through various methods of behavior modification and education, I have been able to overcome all of these issues. I have also been in the position to help teammates and classmates with similar problems. I have been dealing with these issues for 10 years.

Question
I work out at the gym 5 times a week, is it true that jogging for 15min. with your heart rate elevated (at your target rate) you will lose weight. And second, should I take some sort of dietary supplements (hydroxy cut hardcore)

Answer
Mike,

I'm going to attempt to answer your question with limited information.

First, forget about target heart rate for a minute.  You have to decide what your goal is with your cardio.

If it's fat loss, I recommend that you do your weight training first and then your cardio.  That way your body is primed to use its fat stores as energy for the cardio.  

Then to maximize the benefits, do the cardio for at least 20 minutes.

Remember also that part of the reason for the cardio is to make sure that you are strengthening your heart and cardiovascular system.

Also, when picking cardio, make sure you choose cardio you enjoy, not just what you think you have to do.

As for dietary supplements, I usually only recommend a good multivitamin, a meal replacement, and a workout recovery shake/bar.  That's really all you need unless you're planning on being a competitive bodybuilder.
