hi..i am 5'9 and i weigh about 145..i exercise everyday..which includes running 4 miles since i run track..latley ive been watching what i eat..but i can never seem to lose weight..what can i do..and am i overweight or am i considered "skinny"

Don't equate your weight with your health. Being overweight is  not an indicator of poor health for everyone.

That said, I doesn't sound like you are overweight. With the level of physical activity you get you probably have a high level of muscle mass, which weighs more that fat. I'm guessing you are doing great.

My only advice is not to over-exercise. Your bodies needs rest as well and you will perform better in your sport if you give yourself a day off every week.
