Yes, I own a similar Buffet oboe with a serial number of 8710.  One chart indicated that the date of manufacture could be 1913.  Mine is labeled as yours is and includes LP, low pitch, as part of the label on the bell.  In fine condition with polished keys, it has pretty good intonation at A440, with a fairly bright sound.  I replaced the top joint pads with cork ones, which work well.  $1000 could be an ok price for this gem, but mine shares a case dated Jan 11, 1916 from Baxter Northrup with a companion English Horn.  The pair could be worth $1500 to $2500 or so.
