Question
Greetings!  I work as a Site Safety Representative on a large commercial project.  My team does a significant amount of work on ladders/lifts.  However, on a concrete floor it is very difficult to secure the base of an extension/portable ladder.  The slip risk and non-compliance issues are real.  The top is quite easy.  I have researched different systems with no luck. What interpretation/system do you know of which will aid this situation?

Answer
A few ideas come to mind...one is to assign second person to foot the ladder.  Also, look at whether the ladder can be tied off anywhere.  Since your doing a lot of work at heights, I would also consider looking at a scissor lift or other type of manlift.  One can be rented fairly easily and would eliminate your problem
