This question might fetch a more concrete answer if you add the location of your property.  3/16 sounds really low to me no matter what.  I absolutely encourage you to go for at least 20% on the royalty.  (And then negotiate a good lease, so you don't end up giving away big chunks of your royalty w the common "Producers 88" form lease.)
