Question
If the owner of   a dormant  oil lease in New Mexico  has not paid  the working interest expenses for a considerable time , would he  loose  his interest  and would he  be legally liable  for the unpaid expenses ?

Sorry, but you have not provided enough details.  The only answer I can give is "not necessarily."  The question is also ambiguous.  "Dormant" suggests no activity.  "Working interest expenses" suggest the opposite.  I would need more facts to understand what you are asking.
