I just had the same problem with my 1998 oldsmobile bravada and I had to switch out the key cylinder.  It fixed the problem and the wheel and cylinder are no longer locked.  After you change it out the security system will not allow you to turn the car on until you go through the "Passlock Reprogramming Auto Learn" process.  It takes a half an hour and is rather straight forward.  Make sure the battery has a full charge and turn the key from the off position to start.  The car will turn over and start for a second, but then it will shut off.  Leave it in the on position for 10 min. and then turn it to off for a few seconds (the security light is supposed to blink for 10 min and then stop although mine didn't).  Repeat this process three times and at the end of the thirty min. turn it to the off position for approx. 15 sec. and try to start it again.  the passlock controller should learn the new data on the last start attempt. i had the same problem you need a new ignition switch....its easy to put in watch how its done on you tube....also hit the key in with rubber mallet and see if it will turn......if it does its the ignition switch.. i just fixed mine yesterday and it runs great now.....i hope this helps.........scott
