I'm 14 years old and i noticed a bump on my penis near the band lower than the head of my penis (not sure whether or not this is where the edge of my circumcision was).  The skin is more wrinkled around the lump and it looks like some lines are going to it, but it might just be the stretch.  Should I be concerned about this?

This is definitely not testicular cancer, and almost surely is not any other kind of cancer. If you are sexually active, then it is theoretically possible that this is a sexually transmitted disease like genital warts, but in all likelihood it is completely normal. You can and probably should ask your doctor about it, particularly if you have been sexually active (without a condom).

Given your age, I am going to say that this is almost surely normal. I wouldn't worry about it, but I would ask the doctor when you next see him.
