Greetings Mojtaba,

In describing the geographical location of my country Wales, it is crucial that I explain that it is to the west of England i.e. outside England on the west side.

It is not, of course, "in the west of England" as this would incorrectly make Wales a part of England.

How do express both concepts in Persian i.e. 1. to the west of (England) & 2. in the west of (England)?

Hi Simon,

Playing with the prepositions are always associated with ambiguity and amphibology. I have two choises: I can either change the prepositions in order to get my intention changed (and ofcourse to make my sentences shorter), or I can paraphrase my sentences in order to omit all ambiguities and make it really clear (this way, of course, my sentences would become a little bit longer).

What you called crucial, makes me (myself) choose my second choise.

One best way I recommend is to add something to the sentence. For example:
ولز کشوری در غرب انگلستان است.

This way the reader would understand the separation of Wales from England.

Iraq is to the west of Iran.
عراق کشوری در غرب ایران است.
عراق کشوری در غرب کشور ایران است.

Also you can say:
ایلام غرب ایران است.
This is of course different from:
عراق در غرب ایران است.

First sentence means: Ilam is in the west of Iran (as a part of Iran). While second means: Iraq is to the west of Iran.
Thought the two recent sentences seem to be the answer to your question, it is not recommended at all to use them. As I said, playing with prepositions always makes obscurity and ambiguity. Using them is really risky and dangerous.
