Experience Played since Starcraft Original. Seasoned player. Seen all sorts of tactics played and counters. I've played with people at the top level and also entered different competitions, winning prizes as well. My speciality is more in the 1vs1 area, though I've participated in 2v2 and also 3v3 competitions before. I have also officiated the 1st World Cyber Games Competition (Singapore) in 2001.
Question What are the best Terran opening build orders against other Terran, Protoss, and Zerg? After scouting and seeing the opponents opening strategies what should be built next? (e.g. if I see my opponent is building an early factory, what should I build in response?

Go for early factory against another terran. Terran versus terran is about tank wars. You may check out the previous questions others have asked me.
Most people fly an engineering bay to scout for the tanks. And goliaths for anti-air with comsat station.
Getup dropships to abuse the map cliffs with tanks and dropship to scout if possible.
Do the same against protoss... heavy machinery owns protoss.
Against zerg is more tricky. You can do multiple things, but basically terran's marines + medics own zerg's zerglings/hydralisks/mutalisks with stimpack. Thus it's good to go infantry against zerg. Firebats make short work of zerglings should u encounter any.
Only problem is lurkers... If you notice the zerg going for lurkers, get up tanks and 1 Science vessel. Comsat don't really work well against them.
Should the zerg not tech up, M&M + tank support to take out sunken colonies usually should win you the game by mid game.
Terran has an advantage in mid game with M&M with tank support. Thus try to abuse it.
Meanwhile, do scout and make sure enemey is not trying to go for mutalisks to harress your scvs If they are, some turrets should do, or if you expect more to come, throw in a bunker in the middle of your SCV lines... Stimpack marines, with SCV repairing the bunker will disember any mutalisk invasion.
