Answer
Oh boy, I knew I was goingto get a question for this mission.  This was a very hard mission even for me.  I have looked at strategy guides for this but, they only help partially.  First off, spread your buildings out, there is no way you can stop the first nuke shot.  Second, defences come first.  I highly recomend taking over the tech airport at the top of the map, and the oil derrick to the left, but I would put a couple of pillboxes there cause the enemy does attack them, with troops though.  Second, all your refineries will come under attack.  Especially the one at the top of the bridge and to the bottom left of your map.  Take tanks there and some GI's.  Start to build up a bunch of dolphins while your at it, I recomend about 20 (seriously). take over as many buildings with your GI's.  About 10 rocketeers, will suffice at the bottom left side of your base.  One place where I highly recomend to place GI's is a section where there is about 5 huts and a hotel.  Stick your GI's in the huts, this will help eliminate the tank rushes to your bases.  Dogs will help, keep a couple handy.  Now for offense, build a couple spies and a air transport, while doing this and building base defenses, have at least 4 air force commands, build harriers for all.  First you need to take out the sea based enemy.  Take your 20 dolphins (note that is a minimum) about 5 or 6 destroyers and at least 4 carriers.  Send the destroyers in with the dolphins.  Order of things to take out.  Detroyers take the subs, dolphins take the squids, Sea scorpions are left for last.  Once all sea based enemies are take out, take out both naval yards, keep a couple dolphins there for safe keeping, heal anything that needs to be.  Now, what you need to do, once all harriers have been built and all carriers are near the enemy base, take the air transport (with spies in it)  land it on the top left hand edge of the bottom.  Morph the spies into enemy troops.  Head straight down.  There is a power plant, send one spy in.  Now take your harriers and send them against 1 or 2 silos, with your carriers taking out power plants or the construction yard, so they can't build up power.  If your manage to detroy most of the silo, but not all withyour harriers, switch your carriers to take that out instead.  Keep your detroyers in front of your carriers too.  They will automatically fire on certain structures, I highly recomend letting them fire on tesla coils first.  Repeat process once your harriers are ready again.  Remember at least 3 spies.

Hope this helps, it may sound like overkill but, it works.
