Below are my questions I sent to Rebecca, followed by her answer. She has asked for more information from me, but unfortunately she is now unavailable for more questions so I've been left in 'mid-air!! Are you able to help? I have responded to her answer at the bottom of the page.
Subject Outside mural.
Original Question I am organising a mural to be painted in our playground. The existing backboard already has a bold painting and needs to be blanked out. We have added to this area with some more backboard.
(i) What type of paint do we use to make it a blank 'canvas'? (most probably using an off-white colour)
(ii) What type of paint do we use for the background? ( various shades of pink)
(iii)What type of paint do we use for the detail on top?
Obviously, we will want it to last as long as possible.

I need more information and then I would LOVE to help!
I assume this is outside....what is the "backboard" you are using? That term is not familiar.
The primer you will use to prep the surface and cover the old mural will depend on what the substrate (Backboard) is and the type of paint used previously. So see if you can find out what kind of paint was used before.
How long is "a long time"? Five years demands different paint than 50 years and your budget for this is also in play here.

More info: The 'backboard' is 5ply plywood. Nobody seems to know what type of paint was used before, but it was obviously a good quality and weatherproof as it is still in good condition after at least 5 years.(We need to change it as it is Thomas the Tank Engine and Postman Pat - my students are 14-19 year olds!!!!)
As for the budget - of course we want quality, but as with everything, we need it to be as reasonable as possible!

Answer A good all purpose primer is Zinzer 123. This should do it. It is an oil based so it does have a odor. Has far has the mural it self, I would use arcrylic latex paint to get the best adhesion. I am not a mural painter so I am not sure beyond that. You can consult your local paint store, I think they would be able to guide you.
