Question What is the simplest way to paint on top of enamel? I am changing the color of metal, enameled plates to put on the wall as wall art. They are new. The enamel that is already there is thick and shiny.

Two ways,
Lightily abrade the enamel with fine wet and dry sandpaper about 240 grade then apply an undercoat and then a top coat of the finish you require gloss or satin etc.
You could also use a specialist primer which can act as a double sided tape adhering to the enamel without abrasion and either allowing you to apply a finishing coat or use as a finish itself. Zinsser have a range of products suitable and are easily available on the Internet.
