Question How soon after a power wash and scraping or a rain should oil primer be applied. I would think if applied too soon it would seal in moisture and then the top coat when applied would not last as long asd it should.Also how long after primer applied should you wait befor applying the top coat

Yes you are perfectly correct moisture and oil primers do not go together and would cause problems of adhesion long term.
Just ensure all surfaces are perfectly dry after any rain etc. Also the primer will instruct on re-coatable times depending which one you use, but as a rule of thumb I wouldn't overcoat any priming coat under 16 hours.
