Question We've painted the bathroom w/ baby blue acrylic (Ben. Moore) paint, but small white spots kept reappearing where we have to do consistent touchup. How can we stop this annoying routine / phenomena?!

This is very difficult to advise upon without actually seeing the problem 'in the flesh' butb I think you may need a barrier primer, which I rely on a great deal.
Contamination is definitely a possibility I would be tempted to strip a small area and sand paper down to substrate apply a thin coat of a latex type paint and look for the reaction, when dry try the adhesion test with an adhesive tape if the material comes off easily this will confirm that there is moisture present and treat accordingly.
My favourite primers are made by Zinsser (easily available on the Internet) They have several primer sealers that act like double sided tape adhering to the substrate and making a sound base for your preferred finish.
