Question
Is it cheaper to buy a car in Panama and drive it into Costa Rica or just buy in CR? I would take it out of CR ever 90 days I will not be staying in CR all year I travel a lot.

I did a little research before answering your question.
It turns out that it is cheaper and simpler to buy a car in Panama than in Costa Rica.
As long as you have your paperwork in order (what they require to cross the border) you should not have any problems in your travels.
