Hello, is there certified mail delivery available in Panama?  Also, is there a
reliable telephone directory available?

Hi Rob,
The local Panama mail (Correos y Telégrafos) does have certified mail. If you ask me, by experience, it does not work. I would not recommend you use it.
In regards to reliable telephone directory I would go for Publicar Páginas Amarillas. You can access them through www.paginasamarillas.com there is a link to Panama there which I have found very useful.
