If a 12 year old girl is scared, why would she like it when a adult man that she has never seen before gives her a big hug and kiss?

The behavior you describe could be due to many factors, including a child with limited intellectual ability, certain personality disorders, history of abuse or neglect, defiance of parental rules, to name a few. As an isolated event, a discussion with the child regarding dangers associated w/ such behavior would be in order. The phrase, "why would she like it," could also represent many parental interpretations, some accurate, some possibly inaccurate.

When a pattern of such behavior is observed, assessment by a well trained child therapist or psychiatrist is advisable. This question is not amenable to a quick answer.
