Please suggest program, games, songs, activities to use , he is into showing cow- has won many ribbons, and money over the years

A 70th birthday is cause for celebration indeed!  

With 70 years worth of friends and family, we're guessing that you're planning a sizeable event.  Consider hosting an open house so guests have a wide window of opportunity to make an appearance.

As for themes, why not take your inspiration from the county fair.  Red and white checkerboard tablecloths and coordinating paper products can help to carry it off.  Show off those ribbons and incorporate them into your party space as decorations.  Since you'll likely have guests spanning many facets of your brother's life, gather as many family photos and pictures of him as you can.  Budget-permitting, frame them (some plastic red frames would likely be inexpensive and theme-appropriate).  They'll make great decorations and spark lots of conversation.  If seating space is limited, consider borrowing or renting additional chairs so guests can be comfortable.  

A party like this doesn't need activities, your guests will all be anxious to spend a few moments with your brother.  Be sure to take lots of pictures.  We're sure it'll be a day he'll want to remember.
