Hi. My son is also 13 months old, and hes 18lbs, 12 oz. and its NOT average. he is off the charts for weight. in the bad side. he is 28 inches, no short, and he is HIGHLY active. Talk to your ped. about puting her on pediasure, a can a day (my ped suggested this for aiden), also check her nap times, maybe she needs more naps, and less bottle feedings. (inactivity helps save calories, less bottle feedings means more snacks.) ALSO adding olive oil to her foods can help her gain weight.
remember to talk to your ped though. Your childs needs are different than any others, and in your area there may be better ideals. good luck :)
