ANSWER: Hi Sreeni,
In PeopleSoft HRMS 8.8, the Hire Employee component is the most common component that you use to hire employees, but it’s not the only component. You can also use the Add Non-Employee component in the Workforce Administration, Increase Workforce menu. There is no easy way to do the vice-versa.
Some organizations maintain the data using multiple employment records. This may or may not work for your organization.
Starting in PeopleSoft HRMS 8.9, the person model changed to allow for a person to maintain one EMPLID in their lifetime, and not have to maintain multiple IDs (e.g. APPLICANT_ID, EMPLID, NON-EMPLOYEE_ID, etc).

QUESTION: thanks and I agree with you. Is there any way by using per_type we can deliniate the employee and non-employee and switch them from one to another and vice versa with the same emplid. Do you have any ideas how best we can do in 8.8 and yet can fit in person model during upgrade
Answer Hi Sreeni,
While you can use the PERS_TYPE, you will probably need to write your own program (be it customizing the PeopleSoft appliction, SQR batch routine, or an Application Engine) to do that for you in the interim. It also means you might run into complications during the upgrade (as all these programs are now treated as customization). Another option is you can allow the user to manually override that field to put in the appropriate status.
You may want to consult with the 8.9 upgrade guide and take a look at the delivered PeopleSoft conversion scripts to see how they will be converting non-emplid to straight emplid. They will also be setting the PER_ORG field (this replaced PERS_TYPE).
