Pest Control - very small brown jumping bugs in tub drain

Question Over the last two weeks I have noticed very small brown bugs at the tub drain (about the size of a sharp pencil tip). When I pour water on them to flush them down the tub drain, they jump. Nothing seems to get rid of them -- I've poured the following down the drain and they keep coming - hot scalding water, soap, borax, pure bleach, ant and roach spray, tub cleaner. I am at my wits end -- as I have to "control" the tub every 3 hours or so so they won't get out and into the rest of the bathroom. The most I've seen at any one time is about 6. Are they fleas? I have and have never had ANY pets in the house in 20 years -- but the neighbors in the condo do have dogs -- could their fleas be coming through my pipes? I must admit that I do not know what I flea looks like -- I presume that they are small and jump. THANK YOU!!!

I do not believe the pest you are seeing are coming from the drain, especially with the actions you have taken. Many times when insects/pest are sen in the tub or sink is because this is a white smooth surface (with moisture) and any pest's attracted to this site are trapped and very visible.
The key to getting rid of any pest is the proper identification of the pest.Collect some of the insects and have the local extension agent,(if I know your location I could recommend a contact) or pest management pro, identify them for you. Then the proper control measures can be developed. Once you know the "enemy" you understand what they eat, where they live, then you know where to go kill them.
By your description it may be a pantry type pest, or an insect coming from the exterior.
