Question
i have two young female rats one likes to mount the other and tries to have sex is this normal for two females.

Answer
 Yes, it is perfectly normal =)  Rats often mount another rat of the same gender to establish dominance.  Females will often do it while they are in heat.  Younger rats do it more often than older rats as a sort of play behaviour, they will probably do it less when they get older.

 Just to be on the safe side, make sure you do, in fact, have two females!  It should be fairly easy to tell if one is a male, as they have quite prominent testicles, and I'm sure you probably do have two females but it never hurts to make certain!
