The idea that government is an agreement between people and their rules is called what?

Hi Chris, thanks for writing.

The short answer to your question is "(Social) Contract".  The way the agreement is reached, how it is enforced (if at all), and what occurs in the event of a breach of contract, are all extremely important components of the idea but generally any social construct which rests upon collective agreement could be understood as a -form- of social contract.
