Answer Rafael, this is definitely outside of my specialization. However, it's not out of my professional experience.
Those numbers refer to film speed or light sensitivity. The higher the number, the easier it to capture images in lower and lower lighting conditions. However, with higher speed, you will lose detail and increase grain. Generally, you should use lower speed film--such as 100--outdoors. Use 400 speed and higher inside. 400 and a flash is good combinations for indoors snapshots.
Shutter speeds of 1/30 or 1/15 can backfire if you cannot hold the camera steady (or the subject is moving). If you intend to show motion, they are good speeds. Throw in a little burst of flash at 1/15 for an interesting effect.
