Question is there any difference between picture extracted from a video camera and picture taken from a still camera?

Yes. Photos with still digital are much sharper and better than video extracts.
The picture off a video camera is at a much lower resolution than one from a still camera. A 7 MP digital still camera has a resolution of roughly 3500 pixel x 2000 pixel. A supersharp HDTV digital video camera-the top of the line-is only 1980 x 1080 or just 2.1 MP.
The still camera photos can be printed very large and used for publication. The extracted image off a video is okay for sending to friends via the web or small (4x6 inches) color prints but not much else.
