Question
why does the light velocity decrease when it changes the medium.plz give me the equation to measure the light velocity in medium theoretically.

Answer
The light quanta bump into the molecules in the medium they're going through, even air.   The ratio of the velocity of light in two media is given by n = velocity of light in a vacuum/velocity of light in some media, where n is the index of refraction.  n is different for different wavelengths and can be found in data tables.
