For resistances in parallel the inverse of the total resistance is equal to the sum of the inverses of the separate resistances:

1/Rt=1/R1+1/R2

In this case:

1/25=1/Rs+1/1000

Therefore, the resistance of the shunt resistor Rs must be:

Rs=1000*25/(1000-25)=25.64 ohms
