Question
why a  neutral conductor is charged by an charged insulator as insulator has no free electrons

Answer
Electrons can be added to or subtracted from an insulator due to the triboelectric effect.  Wikipedia has a good article on it http://en.wikipedia.org/wiki/Triboelectric_effect
When the electric charge is brought near a conductor, it doesn't really transfer much charge, it polarizes the material.  Then charge can be transferred from the other end via another conductor.  This process is also in a convenient wikipedia, which is accurate.  http://en.wikipedia.org/wiki/Electrostatic_induction#Charging_an_object_by_induc

I was a physics professor at the University of Texas of the Permian Basin, research in nuclear technology and nuclear astrophysics. My travelling science show saw over 20,000 students of all ages. I taught physics, nuclear chemistry, radiation safety, vacuum technology, and answer tons of questions as I tour schools encouraging students to consider careers in science. I moved on to a non-academic job with more research just recently.
