Question
IS it easy for electricity to flow through a wire with a low resistance?

Answer
That is the whole point. The outermost electrons of a conductor are bound very weakly to their specific atoms and with a slight push are relatively free to move about. This compares with insulators where the electrons are bound tightly to their respective atoms and can't really move about unless a very strong force is applied to them.
