winter upright serial number 307052 has 4 keys that have no action, is it worth restoring ?

Hello Chip!  I suggest you have a professional piano assessor evaluate the piano for what the value of the piano would be after a restoration.  Once you have that cost in hand then proceed obtaining quotes from several reputable piano restorers for what they would charge to restore the instrument.  The results should then be clear to you how to proceed.  Of course, this does not figure in any sentimental value which could affect your decision regardless of the numbers.

Because there were only a few manufacturers building piano actions in the US at the time, obtaining replacement parts for the parts you have missing should not be a big problem.  However, there is a big difference between having the piano rebuilt and just having it repaired.  If the instrument is solid (you would obtain this info from the professional assessing your piano), looks presentable enough to you, and holds its tune reasonably well, the question would be whether you would even need a total restoration.  So, you have a little homework to do.
