Question
Our trees had some bagworms that did some damage.  One of the trees is still brown on top...can we cut the top and will it grow back?

Answer
Yes the foliage should grow back from bagworm feeding. I would wait until next spring and see how the tree responds. Do not cut the top is will damage the tree. IF next spring the top foliage does not grow back say by late may then you can cut the dead top off.  I would expect the top is still alive and will sprout new foliage next spring.
